Flaggy Rock Management EOI
Invitation
Council invites Expressions of Interest (EOI) from suitably qualified and experienced community groups and not-for-profit organisations to manage and operate the Flaggy Rock Heated Pool and Camping Area.
This opportunity presents a unique combined community recreation and tourism asset, with potential for enhanced service delivery, increased visitation, and community benefit.
Background
The Flaggy Rock site comprises:
- A heated public swimming pool
- An adjoining camping area utilised by visitors and travelers
Following community consultation regarding pool operating hours (closing 14 June 2026), Council is seeking to transition the day-to-day management of the facility to an external operator.
Council will retain ownership of the land and infrastructure.
Opportunity Overview
Council's preferred option is for a single operator to manage both, but is open to receiving EOIs for either the Aquatic Operations or the Camping Ground Operations:
- Aquatic operations
- Camping ground operations
- General site management
Proponents are encouraged to submit innovative proposals that:
- Improve financial sustainability
- Enhance user experience
- Increase utilisation and activation of the site
- Deliver community and tourism outcomes
Proposed Tenure and Agreement
Council anticipates entering into a Trustee Lease or Management Agreement with the successful proponent.
