Proposed Isaac Region Planning Scheme consultation
Consultation has concluded
Isaac Regional Council is seeking submissions about any aspect of the proposed Isaac Regional Council Planning Scheme during the following period:
Monday, 8 June 2020 to Monday, 20 July 2020
Consultation on the proposed Isaac Region Planning Scheme has been ongoing since 2017, with particular focus in recent times on managing the impacts of natural hazards on our coastal communities.
Council has continued its work with the Queensland Government to clarify aspects of State Planning Policy as it relates to the proposed planning scheme, to refine coastal hazard mapping and appropriate zoning for affected properties.
The outcome of the further consultations has been incorporated into this draft planning scheme, for a final round of public consultation prior to adoption.
The purpose and general effect of the proposed Planning Scheme is to set out a strategic vision for future development of land and it also contains an assessment regime for new development within the Council area.
This is achieved through the following elements:
- Strategic Framework
- Definitions related to land uses and administrative matters
- Matters related to zones and categories of assessment for land uses within zones.
- Assessment regime through land use, zone, and development codes
- Strategic, zonal and overlay mapping
- Planning Scheme Policies
Note: the Local Government Infrastructure Plan is being separately notified.
The proposed Isaac Region Council Planning Scheme would have force and effect over the entire Isaac Regional Council area.
The proposed planning scheme would supersede the current Belyando Planning Scheme 2009, Broadsound Planning Scheme 2005 and Nebo Planning Scheme 2008.
Council will also seek revocation of the Moranbah Urban Development Area Development Scheme 2011 from the Queensland Government, once the planning scheme is adopted, returning full decision-making powers back to local government within the Moranbah Priority Development Area.

Submissions can be lodged:
- ONLINE: Make a submission through Speak Up Isaac. Electronic submissions must be made by registered participants of Speak Up Isaac.
- VIA EMAIL: records@isaac.qld.gov.au with Planning Scheme Submission in the subject line
- BY POST: Isaac Regional Council, PO Box 97 Moranbah, QLD 4744, addressed to Planning Scheme Submission
- IN PERSON: Delivered to any Isaac Regional Council library at Clermont, Dysart, Glenden, Middlemount, Moranbah, Nebo, Carmila or St Lawrence.
All submissions need to meet the criteria below to be accepted as a valid submission:
- be in writing (includes electronic)
- be made to and received by Council during the fixed public notification period – 8 June 2020 - 20 July 2020
- be signed by each person who made the submission, (unless it is made electronically)
- state the name and residential or business address of each person who made the submission
- states one postal (or electronic address) for service relating to the submission for all submission-makers
- state grounds, and the facts and circumstances relied on to support the grounds
- electronic submissions must be made by registered participants of Speak Up Isaac.
