THE OPPORTUNITY

Isaac Regional Council (Council), as trustee of State-owned reserve land, invites Expressions of Interest (EOI) from eligible community organisations for the lease and use of vacant land located on Sarchedon Drive, Moranbah.

Council encourages proposals that deliver recreational, community, and social benefits to the Moranbah community, consistent with the reserve’s purpose.

The successful respondent(s) will be responsible for the day‑to‑day operation, management, maintenance, promotion and associated costs of the leased land and any facilities.

This EOI provides an opportunity for community organisations to:

  • Secure tenure over a significant landholding
  • Deliver facilities, programs, or infrastructure that support community wellbeing
  • Contribute to the activation and enhancement of a key recreation space

THE SUBJECT LAND

  • Is legally described as ACSP232350
  • Is located in Sarchedon Drive, Moranbah
  • Comprises approximately 7.866 hectares
  • Is a Recreation Reserve owned by the State of Queensland
  • Is managed by Isaac Regional Council in its capacity as trustee

The land was previously leased to the Moranbah Junior Motorsports Club for approximately ten (10) years, with the tenure concluding in April 2026. The site has since been vacated.

Council is now undertaking an open EOI process to identify suitable community-based uses that align with the reserve purpose. The land may be leased to:

  • to one community group for the whole site; or
  • to multiple community groups, with separate portions allocated, subject to:
    • Compatibility of proposed uses
    • Site constraints and layout
  • Council and State approval requirements

Eligibility Criteria and Permitted Use

Submissions are strictly limited to community organisations, including:

  • Incorporated associations
  • Not-for-profit organisations
  • Sporting and recreational clubs
  • Community service providers

The following are not eligible to apply:

  • Private commercial entities
  • For-profit organisations (unless part of a community-based structure and clearly subordinate to the not-for-profit purpose)

Proposed uses must:

  • Be consistent with the Recreation Reserve purpose
  • Deliver a clear community benefit
  • Be compatible with potential co-location with other users (if applicable)

Examples of suitable uses may include:

  • Sporting and recreational activities
  • Community facilities
  • Passive or active recreation initiatives

Proposals that conflict with the reserve purpose will not be considered.

Submissions will be assessed against the following criteria:

  • Alignment with reserve purpose (recreation/community use)
  • Community benefit and outcomes
  • Organisational capacity and capability
  • Operational and Financial sustainability
  • Compatibility with shared use (if applicable)
  • Overall quality and feasibility of proposal

Note:
The Assessment Panel will not seek clarification or correct errors in applications.
Incomplete or non‑compliant submissions may not be assessed.


This EOI does not constitute an offer or a legally binding agreement.

Any lease arising from this EOI process will be subject to:

  • Approval from the Department of Resources (State of Queensland) where required
  • Council’s standard community lease terms and conditions (these can be downloaded from the EOI Documents for Download)
  • Appropriate tenure length based on the proposal
  • Compliance with all applicable legislation and planning requirements
  • Council reserves the right to:

    • Negotiate lease terms
    • Offer part of the land only
  • Enter into arrangements with more than one respondent
