Clermont BMX EOI
Introduction
Isaac Regional Council (Council) is seeking Expressions of Interest (EOI) from community groups, organisations, or individuals interested in activating and/or managing the Clermont BMX Track.
The purpose of this EOI is to identify suitable respondents who can contribute to the reactivation of the facility and support ongoing community use, participation, and engagement.
Background
The Clermont BMX Track was constructed in April 2019 by Bike Tracks Australia with funding support from the Queensland Government.
Following completion, the facility ceased operation within 12 months due to the absence of an established management committee and a lack of successful responses to a previous leasing process.
Since that time, the track has deteriorated due to limited maintenance; however, recent inspection confirms that the core structure remains suitable for restoration.
Council has now undertaken the work to rejuvenate the track and reopen the facility for community use.
Opportunity Overview
Council has undertaken upgrade works to return the track to a functional and safe standard. These works include:
- Track reshaping and levelling
- Application of an appropriate riding surface
- Rejuvenation of track features
Following completion, the track now presents and performs as a near-new facility, subject to ongoing maintenance requirements.
This EOI seeks interest from parties to activate the facility under one of the Expression of Interest Pathways.
EOI Pathways
Respondents may apply for one or both of the following options:
Option A – Lease and Management (Preferred where viable)
Council is seeking an incorporated community organisation to:
- Enter into a formal lease agreement
- Establish and maintain a governance structure (committee)
- Manage day-to-day operations of the BMX facility
- Promote participation, events, and programs
- Undertake routine maintenance and compliance obligations
Council will work with the successful respondent to support establishment where required.
Option B – Community Activation (Non-Lease Model)
Where a formal club or organisation is not established, Council may consider community activation proposals that:
- Encourage informal community use of the track
- Support youth engagement and recreational participation
- Operate under Council-managed oversight and conditions
Under this model, Council retains primary responsibility for maintenance and risk management.
