Why is Council releasing this EOI?

Council is committed to reactivating the Clermont BMX Track to support community participation, youth engagement, and recreational opportunities.

The EOI process ensures a fair and transparent way to identify suitable parties to utilise and/or manage the facility.

Do I need to be part of an organisation to apply?

    No.

    • Lease option: Requires an incorporated organisation
    • Community activation option: Open to individuals, informal groups, or emerging organisations

Council is open to a range of proposals that activate the facility.

What condition will the BMX track be in?

Council has undertaken upgrade works to bring the track back to a safe and functional standard prior to reopening.

Can the BMX starting gates and hill be used?

The starting gates will not be available for general public use due to safety and insurance requirements.   If a formal community group submits the successful expression of interest, the starting gates and hill can be used by the club during formal events.

What types of activities can be proposed?

    Examples include:

    • BMX riding and practice sessions
    • Come-and-try days
    • Youth engagement programs
    • Community events
    • Skills development activities

Council encourages proposals that are inclusive and accessible to the broader community.

What is this Expression of Interest for?

This EOI seeks interest from community groups, organisations or individuals to activate and/or manage the Clermont BMX Track now that it has been restored for use.

What is the difference between the lease and community activation options?

    Lease Option

    • Formal agreement with Council
    • Organisation manages the facility
    • Responsible for operations and day-to-day maintenance

    Community Activation Option

    • No formal lease required
    • Focus on activating the space for community use

Council retains primary responsibility for maintenance and oversight

Which option should I apply for?

    • Lease option if you have an incorporated organisation capable of managing the facility
    • Community activation option if you want to run activities but not manage the full facility

You may express interest in both options.

Will Council provide support to successful applicants?

    Yes. Council may:

    • Support promotion and community engagement
    • Provide guidance on governance (where applicable)
    • Maintain oversight depending on the delivery model

    Who is responsible for maintenance?

    • Lease model: The tenant is responsible for routine maintenance
    • Community activation model: Council retains maintenance responsibility

Responsibilities will be clearly outlined prior to final arrangements.

What level of commitment is expected?

    Applicants should demonstrate:

    • A clear plan to activate the facility
    • Ongoing engagement with the community
    • Ability to sustain involvement over time

This does not need to be complex but should be realistic and achievable.

What do I need to include in my submission?

    Your application should include:

    • Your details (individual or organisation)
    • Preferred option (lease or activation)
    • Proposal outlining how you will use the facility
    • Any relevant experience or capability
    • Governance structure (if applicable)
    • Any support you may need from Council

Do I need prior experience managing a facility?

    No, but it is beneficial.

Council is open to proposals from new or emerging groups, particularly where there is strong community benefit.

    Can multiple groups be involved?

    Yes.

Collaborative or partnership proposals are encouraged where they enhance community outcomes and facility use.
