THE OPPORTUNITY

Isaac Regional Council is exploring the future tenure arrangements for the Monash Lodge facility, Lot plan 3SP237968, 15 Monash St Clermont Qld 4721; and is seeking non-binding expressions of interest from appropriate incorporated associations (community groups/non-profit organisations) for the provision of aged care services from the facility.

This expression will enable further engagement with the respondents on its proposed service with a view to progressing to award of tenure to a suitably incorporated group.

There is an opportunity for a group to develop and coordinate a range of services, programs, activities and events which would allow for both service delivery and concept proposals that align with the delivery of Aged care service needs in the region. This may include the Monash lodge facility as part of a broader aged care delivery service model and this could include unassisted, assisted living and or otherwise services.

Any submission would be including evidence supporting how the service will appropriately align with the aged care needs in Clermont and surrounding districts.

The expression is open to the Monash lodge facility itself but is also open for expressions on two additional separable portion options, being firstly for (a) the Monash Lodge facility, and further (b) the Vacant parcel of land on the same lot and (c) the Frank Dennis & Blair Athol lodge units, Council reserves the right to include or exclude options (b) & or (c) in any tenure arrangement.

The facility is being offered for tenure in an as is where is capacity. Any repairs, upgrades and/or fit out will be the responsibility of the final successful EOI submission.

This is the first stage in the process of reactivating this facility. The submission of an Expression of Interest will not oblige any group to continue further in the process. Additionally, Council will not be bound to accept any Expression of Interest.

THE LOCATION

The land is legally described as being Lot 3 on SP237968 with a street address of 15 Monash Street, Clermont.

The Lot 3SP237968 is owned by Queensland State government through the Department of Natural Mines, Resources and Energy and the lot is a Reserve for Local Government (Aged Person’s Home) Purposes established in 1974. Council is the Trustee for the Reserve.

THE PROPERTY

The total lot size is 9273m2, the Monash Lodge facility was built in 1990 through funding from the Commonwealth & State Government as well as Community, the facility was operated by community and then Qld Health until 2018.

Given the facilities development through community partnership in funding and operation the facility remains a valued asset to the community. Differing extensions and renovations occurred during the facilities life and Monash Lodge is currently a 16 bed facility.

The Blair Athol & Frank Dennis Lodges are two separate blocks of four self contained one bed units also providing accommodation for unassisted seniors living.

Further there is a section of vacant land on the lot of approx. block of land 3239m2.

Also attached under Important Information is a Draft Standard Terms for Trustee Lease which outlines the terms and conditions of leasing with Council.

The Base Building Responsibilities document gives categories and examples of maintenance and who is responsible.

A copy of Council's Rates Concession - Not for Profit Policy is also included to outline the generous concessions offered to Not for Profit organisations.

TENURE AND CHARGES

The facility is being offered for tenure in an as is where is capacity. Any repairs, upgrades and/or fit out will be the responsibility of the tenure holder.

The tenure holder is responsible for the day-to-day running, operation, management and promotion of the facility and associated costs.

Insurance

The tenure holder must hold Public Liability Insurance of $20M for the duration of the tenure and is responsible for contents insurance and a damage policy covering buildings and fixtures to full replacement value.

Maintenance and fit out

Any proposed refurbishments, extension or additional development must be submitted to Council for approval prior to commencing and will be at the cost of the successful tenure holder.

The initial and ongoing internal fit out, signage and presentation of the facility is the responsibility and at the cost of the tenant.

At its own cost, the tenure holder must keep the facility clean and maintained in good and substantial repair and condition.

Including but not limited to all amenities, gutter cleaning, smoke alarms, pest control, plumbing/electrical, floor surfaces, air conditioning servicing, carpark area, grounds, fixtures and fittings and fire services.

Cleanliness

The facility must be cleaned daily including the storage, yards and carpark areas and rubbish removed weekly.
