THE OPPORTUNITY

Isaac Regional Council is seeking expressions of interest (EOI) for an incorporated association to lease the Middlemount Polocrosse Grounds for purposes benefitting the community.

THE LOCATION

The land is legally described as being part of Lot 54 on RP616541, and is located at 6293 Dysart-Middlemount Road, Middlemount, Qld 4746.

The land is owned by Isaac Regional Council and has been allocated for community purposes.

THE GROUNDS

The grounds consist of approximately 19.59 hectares of land and has a shed, some fencing and two unserviceable amenities blocks. The grounds are being offered for tenure in an ‘as is where is' capacity.

Any repairs, maintenance or upgrades will be the responsibility of the final successful EOI submission as Council will not be making any changes, or contribution to changes, towards upgrades or improvements of any kind.

It is expected that at the end of tenure when the grounds are relinquished back to Council they will be in a state which is safe and habitable.

Any structural changes, upgrades or additions will need to conform to Council's approved processes.

TENURE AND CHARGES

The facility tenant is responsible for the day-to-day running, operation, management and promotion of the facility and associated costs.

Rates, electricity, telephone/internet, water, cleaning, garbage/waste, etc. Not for profit organisations are eligible to apply for a Rates Concession.

Insurance

The tenure holder must hold Public Liability Insurance of $20M for the duration of the tenure and is responsible for contents insurance and a damage policy covering buildings and fixtures to full replacement value.

Maintenance and fit out

All proposed refurbishments must be submitted to Council for approval prior to commencing and will be at the cost of the successful tenure holder.

At its own cost, the tenure holder must keep the facility clean and maintained in good and substantial repair and condition.

Including but not limited to all amenities, gutter cleaning, smoke alarms, pest control, plumbing/electrical, floor surfaces, air conditioning servicing, carpark area, grounds, fixtures and fittings and fire services

Cleanliness

The facility must be cleaned regularly including the storage, yards and carpark areas and rubbish removed weekly.





















EOI ASSESMENT CRITERIA

An assessment panel will be evaluating the proposals against the following key selection criteria:

  • Operational and financial sustainability (30%)
  • Facility Management (30%)
  • Meet regulatory framework and requirements (20%)
  • Understanding of the local community (20%)

The Assessment Panel will not redress errors in applications. If an application is deemed ineligible, it may not be assessed.
