Lease/Manage Vacant Land Middlemount
THE OPPORTUNITY
Isaac Regional Council is seeking expressions of interest (EOI) for an Incorporated Association to lease and manage vacant land in Middlemount for community recreational purposes.
THE LOCATION
There are two lots of land available that can be leased separated or together as one parcel and are located at 6293 Dysart Middlemount Road, Middlemount. The legal description for the land is part of Lot 54 on RP616541.
Lease A is approximately 11.2 hectares and is the former Polocrosse facility.
There is storage shed on the land, which is approximately 200m2 under roof, and a set of derelict amenities that are no longer fit-for-use. The successful respondent will become responsible for these structures under a lease.
Lease B is approximately 8.3 hectares and is located between the former Polocrosse facility and the Middlemount Rodeo Association Inc.
This land has not been leased in recently known history and has no known structures on the land.
IMPORTANT
Power The connection of power to the site/s will be the responsibility of the successful respondent.
Water There is a water connection to Lease A. Water will be invoiced to the successful respondent.
Fences There is some fencing on the land. The successful respondent will be responsible for repair and/or replacement of any fencing required to undertake their activities.
This tenure is being offered As Is/Where Is with the successful respondent being responsible for:
a) Refurbishment to code and/or standards of the facility at their own cost, or
b) Demolition of any structure, and construction of a new facility at their own cost.
The successful respondent will be responsible for the day-to-day running, operation, management and promotion of the facility and associated costs.

Reasonable outgoings | All outgoings will be paid by the tenant Rates, electricity, telephone/internet, water, cleaning, garbage/waste, etc. * Not for profit organisations are eligible to apply for a Rates Concession. |
Insurance | The tenure holder must hold Public Liability Insurance of $20M for the duration of the tenure and is responsible for contents insurance and a damage policy covering buildings and fixtures to full replacement value. |
Maintenance and fit out | All proposed demolition, construction and or refurbishments must be submitted to Council for approval prior to commencing and will be at the cost of the successful tenure holder. All demolition, construction and or refurbishment will be subject to standard building and planning approvals. At its own cost, the tenure holder must keep the facility clean and maintained in good and substantial repair and condition. Including but not limited to all amenities, gutter cleaning, smoke alarms, pest control, plumbing/electrical, floor surfaces, air conditioning servicing, carpark area, grounds, fixtures and fittings and fire services. Important: All electrical must meet current standards before the power is connected. |
Cleanliness | All areas of the facility must be cleaned regularly and rubbish removed weekly. No accumulation of second-hand goods, second-hand building materials, or unserviceable equipment is permitted on the land. |

EOI ASSESMENT CRITERIA
An assessment panel will be evaluating the submissions against the following key selection criteria:
- Operational and financial ability to construct, manage and operate the facility long-term (30%)
- Facility Management (30%)
- Meet regulatory framework and requirements (20%)
- Understanding of the local community (20%)
The Assessment Panel will not redress errors in applications. If an application is deemed ineligible, it may not be assessed.
